A. DRAFT: Rosters will be completed by
Drafting players. The order of the first round will be randomly
selected. Each following round will be in inverse order of the previous
round.
Time Limits: Each selection must be made with in the
allotted time, after which a 30 second warning will be issued. The
selection will be forfeited if not made within that 30 seconds.
B. ROSTERS: Rosters are comprised of
sixteen positions: three quarterbacks, four running backs, four wide
receivers, two tight ends, two kickers and a combined defensive/special
team.
Trades: Trades between two or more teams are restricted
only by the following means: no trades will be permitted after the
Sunday beginning the tenth week of play; and a players may not be
traded, in return, to the originator of a previous trade - until three
games have passed. Trades are not final until all parties have
contacted the Commissioner.
Free Agents: A Free Agent is a player that is not on a
roster. One Free Agent may be acquired each week. Free Agents are
available on a first come-first served basis. To add a free agent, a
position off the roster must be waived. A waived player immediately
becomes a free agent.
Bye Week Exceptions: A defense/special team scheduled for
a bye week, can be replaced by a free agent team for one week. Such a
move does not affect any other free agent move for that week.
Inactive List: Players placed on the Inactive List are
ineligible for play the remainder of the season. Players that are
waived after the trading deadline, and are pending a fine according to
the Code of Conduct are automatically considered on the Inactive
List.
C. SEASON PLAY:
Each team will compete in a fourteen week, head to head, regular season
schedule. Following the regular season teams will be seeded for the
playoffs. The Semi-Finals will consisted of the #1 Seed vs. the #4
Seed, and the #2 Seed vs. the #3 Seed. Winners of the Semi-Finals will
play for the Mudbone Football League Championship.
Championship Purse: Franchise fees collected for entry in
the Mudbone Football League will be awarded as the Championship Purse.
League Pool: Fines collected as a result of violations of
the Code of Conduct will be awarded as the League Pool. Fines
paid by the regular season champion will be awarded to the #2 seed of
the playoffs.
League Champion: The winner of the Mudbone Football
League Championship is awarded the League Pool and the Mudbone Cup.
Regular Season Champion: The #1 Seed entering the
playoffs is the regular season champion. The regular season champion
will be awarded the League Pool (minus fines paid by the regular season
champion).
D. WEEKLY PLAY:
Games will be scored according to the team’s starting line-up. Scoring
is listed in the Quick Sheet.
Starting Line-up: one quarterback, two running backs, two
wide receivers, one tight end, one kicker, and one defense/special team.
Call in procedures: Commissioner’s office hours are 3pm
to 8pm Monday- Friday, and 9am to 9pm Saturday-Sunday. No
business will be transacted before or after office hours. All
line-ups and transactions must be announced directly from the team owner
to the Commissioner’s office.
E-Mail Call In: Line-ups and transactions will be
accepted via e-mail. E-Mail will be accepted at anytime except during
the hour before gametime. The hour exception for accepting e-mails will
extend to non-Sunday games.
Deadline (starting line ups): In general, each week’s
starting line-up is due by 10am Sunday. It is each owner’s sole
and exclusive responsibility to meet the deadline. Line ups may
be submitted any time prior to Sunday. Owners that wait until
9am-10am Sunday do so at their own peril. If a new line-up is
not received by the deadline, the prior week’s line-up will be
automatically installed in full.
Non Sunday Games: Determinations for players involved in
games prior to Sunday are due prior to kick-off of that game. Only such
player’s starting or non starting status must be made before Sunday. If
no announcement is received by the Commissioner, the status of the
involved players will be determined in accord with the prior line-up.
E. THE COMMISSIONER:
The Commissioner is charged with maintaining the MFL according to the
Rules and Regulations and The Code of Conduct.
Commissioner’s obligations: the Commissioner will have an
answering machine with a time and date stamp.
Authority of the Commissioner: the Commissioner has the
authority to identify and rule on situations not directly prescribed in
the Rules and Regulations. The Commissioner will also rule on
disputes brought by other league owners.
Challenges to the Commissioner: Rulings by the
Commissioner may be challenged provided two owners agree on the
challenge. Once the challenge is received by the Commissioner, three
days will be granted for any party - including the Commissioner, to
contact other league owners.
Votes on challenges: After all parties have been
allowed to contact league members the Commissioner will make appropriate
attempts to contact all league members. The vote will be secret. The
Commissioner will have a vote as a owner and is responsible for settling
a tied vote.
F. LEAGUE TREASURER:
The Treasurer is charged with collecting and distributing fees and
fines.
Funds Distribution: Funds are released once the
Commissioner has determined the rightful recipient. After notification
by the Commissioner, a check will be immediately sent to the address on
file with the Commissioner’s office.
G. THE MUDBONE CUP:
The Mudbone Cup is the property of the League Champion. A former
Champion must relinquish the Mudbone Cup to the new Champion, at the new
Champion’s expense, before the draft. The former Champion must release
the Mudbone Cup at the draft if he has not done so prior. It is each
Champion’s privilege to engrave their name on the Mudbone Cup. Such
engraving will be in uniform with all other engravings. In the event
that the former owner has either lost or damaged the Mudbone Cup, the
Commissioner will purchase a replacement - with the total cost the
responsibility of the negligent owner.

Free Agents
Free agents are any player or team that is not
on another franchise’s roster. In order to add a free agent
teams must drop a player from their roster. Roster restrictions
mandate that the dropped player be from the same position as the
free agent acquired. Once a player is dropped, or waived, that
player becomes a free agent.
Prior to game-time of the
first week of play teams may add an unlimited number of free
agents to their roster. Once the first game begins teams may
add one free agent per week - from game-time Sunday until before
game-time the following Sunday.
Acquiring
Free Agents
There will be two
methods & time periods to acquire free agents.
Claiming Free Agents –
Each team will begin the season
with a Salary Cap represented by 5 Mud Bucks. If a team
spends all their Mud Bucks they may purchase additional Mud
Bucks at the cost of $1.00 each. Mud Bucks will be used to bid
on free agents during the claiming period.
Claiming Period
- The Claiming Period is from game-time Sunday until midnight
Tuesday. During this period no free agents will be placed on
any roster.
Bidding for Free
Agent - Teams that wish to acquire a free agent
during the claiming period will need to submit a sealed bid for
that free agent. Owners will submit their bids using the SEALED
BID link on the M.F.L. web site. A bid will have to include the
free agent the team wants to pick-up, the rostered player the
team will waive, and the amount of their bid (in $1
increments). The sealed bid will be e-mailed to the League
Secretary & remain unopened during the claiming period. Once a
sealed bid is received an automated message will be sent to all
teams. The message will only state that the League Secretary
has received a sealed bid. Teams may submit a sealed bid on
only one player. They will be allowed to increase their bid, if
they desire. However, teams cannot reduce their bid, and will
not be allowed to retract their bid. Bids will be processed
exactly as received. It is the owner’s sole and exclusive
responsibility to insure their bid is properly submitted.
Winning Bids-
Once the claiming period has expired, the Secretary will open
any bid he has received. The team with the highest bid will
receive the free agent and the amount of the bid will be
deducted from their salary cap. In the event of a tied bid, the
team that submitted their bid first will receive the free
agent. Winning bids will be posted on the MFL web site (Hot
Box) before 4pm Wednesday.
Purchasing Mud
Bucks- A team may exceed their salary cap of 10 Mud
Bucks. When this happens, that team may purchase Mud Bucks.
Winning bids that exceed a team’s salary cap will be processed
however, the free agent acquire by such a bid will not be
allowed into a starting line-up until the Commissioner receives
payment for the extra Mud Bucks. In the event that such payment
is not received by the second game following the bid, the
following measures will be levied against the team: the player
will be removed from the defaulting team and offered to the next
highest bidder, and the defaulting team will not be allowed to
acquire free agents by any method. Funds generated by the sale
of mud Bucks will be deposited into the fine pool.
Open Free Agent –
Teams may select free agents between 12
(noon) pm
Thursday and Gametime Sunday, on a first come/first served
basis. There is no charge for such free agents. Bye Week
Exceptions will be made during this Open Period.
